Prime Minister Benjamin Netanyahu revealed a new plan for Gaza’s future on Friday, outlining a strategy that will maintain Israeli military control over the area while delegating civilian governance to non-Hamas affiliated locals.

Key elements of the blueprint include the dismantling of UNRWA, reforming education and welfare systems and the establishment of buffer zones along Gaza’s borders with Israel and Egypt.

The announcement coincides with ongoing negotiations involving officials from the US, Israel, Qatar and Egypt.

The plan has been received coolly by Washington. According to National Security Council spokesman John Kirby, “the Palestinian people should have a voice and a vote… through a revitalized Palestinian Authority.”
