Pavel Durov, Telegram’s founder and CEO, was arrested by French authorities on Saturday at the Paris-Le Bourget Airport over allegations related to the platform’s content moderation.
The arrest is part of a preliminary investigation into his platform’s alleged role in illegal activity.
The 39-year-old Russian entrepreneur, who also holds French and UAE citizenship, was reportedly arrested over Telegram’s use by criminals to circulate child pornography, traffic drugs, promote cyber scams and launder money.
The arrest, which has sparked tensions between France and Russia, is based on an investigation and an international warrant accusing Telegram of facilitating illegal activities and refusing to cooperate with authorities.
The messaging app has over 900 million monthly users globally. It denies wrongdoing, stating it complies with the EU’s Digital Services Act, which mandates that large platforms counter illegal content.
