President Joe Biden stated in a video address from the White House on Tuesday that despite Russia’s claims of a military withdrawal from Ukraine, 150,000 Russian troops remain in a "threatening position" close to the border. He added that an invasion "remains a distinct possibility," and that although the U.S. is not looking for an open conflict with Russia, they would “respond aggressively” if the Americans or Ukraine were perceived to be under threat.
