Russia and China, permanent members of the UN Security Council, vetoed the US push to reinforce UN sanctions on North Korea over its renewed ballistic missile launches.
The other 13 council members voted to implement the US-drafted resolution that proposed banning tobacco and oil exports to North Korea. The resolution would also have blacklisted the Lazarus hacking group, which has ties to North Korea.
The incident made the Security Council split for the first time since the UN started penalizing Pyongyang in 2006.
US Ambassador Linda Thomas-Greenfield termed the vote a disappointing day for the council.
The US and South Korea warned that North Korea is preparing for a seventh nuclear test.
