Utah Governor Spencer Cox becomes the second Republican to veto a ban on transgender students to play women's sports—after Indiana’s Governor Eric Holcomb vetoed a similar bill this week. 

This veto comes in contrast with over a dozen laws in other states, approved by Cox’s fellow Republicans. 

“I struggle to understand so much of it and the science is conflicting. When in doubt, however, I always try to err on the side of kindness, mercy, and compassion,” Cox wrote in his letter addressing the veto. 

The legislative leaders of the state would further discuss the bill with lawmakers on Friday, to override the veto.
