President Joe Biden and Russian Premier Vladimir Putin have agreed in principle to a meeting that discusses "security and strategic stability in Europe," but only if Russia refrains from invading Ukraine. Secretary of State Anthony Blinken and Russian Foreign Minister Sergey Lavrov will discuss the possibility of the summit at their Thursday meeting. The possible conference was announced on Sunday by French President Emmanuel Macron, who stated in a press release that it "can only take place if Russia does not attack Ukraine." The statement comes mere hours after Fox News announced that Russian commanders had received orders to invade Ukraine.
